BIRMINGHAM, Ala.--(BUSINESS WIRE via COLLEGIATE PRESSWIRE)--May 5, 2004--AllStates Technical Services, Inc. (AllStates) and the University of Alabama at Birmingham (UAB) announced today the completion of a web-based Health Insurance Portability and Accountability Act (HIPAA) portal, https://www.thehipaasolution.com/, to offer compliance solutions to the healthcare industry. Initially developed by UAB, this body of knowledge was designed to support the coordination of HIPAA compliance for their University and Hospital organizations. Through a technology transfer, AllStates utilized UAB`s HIPAA research and training resources to build an Internet portal that now offers commercial access to HIPAA compliance solutions to the entire healthcare community.

UAB compiled the information according to HIPAA implementation and compliance standards as a fundamental repository of best practices applicable to all organizations seeking HIPAA Compliance. As a consulting service to the healthcare industry, AllStates used their technical capabilities to develop a portal that provides HIPAA compliance solutions over the Internet, or directly at the clients` site. Resources and services currently offered through the site include information on the compliance planning process, gap analysis, training and access to a growing collection of HIPAA compliance documents. The portal also provides a full menu of security solutions consisting of audit, assessment, remediation, and process development/monitoring services.

''As an institution comprised of hospitals, clinics, research centers, and university, our organization faced a difficult and complex task in order to assure HIPAA compliance. To that end, we developed what has become our `best practices` for compliance standards'', said Sheila Sanders, UAB Interim Vice President for Information Technology. ''AllStates is proud to have teamed with UAB, a leader among the healthcare community, in an effort to provide HIPAA resources and knowledge to the entire healthcare industry,'' said Fred Mersbach, Vice President of IT for AllStates. ''When compared to other HIPAA compliance providers, thehipaasolution.com offers a unique value proposition that is both cost effective and easy to use. Our research, templates, training, and network security services are something that all healthcare organizations can benefit from, year after year, and we believe our solutions offer an incredible value for our clients` business practices.''

AllStates, along with their business associates, will deliver high-level quality products, services and proven customer support to The HIPAA Solution program. For a complete listing of HIPAA products and services please visit www.thehipaasolution.com.
